Alicia Vap is the Project Director for Metro Transit’s Blue Line Extension Light Rail Project, a 13 mile-LRT extension, in Minneapolis, MN. She is leading a team of agency staff and consultant teams in advancing the project through the Federal Transit Administration’s (FTA) Capital Investment Grant (CIG) program to secure FTA funding. She most recently led a team to open the Gold Line Bus Rapid Transit project to revenue service in March 2025, another FTA CIG project.
Vap has more than 20 years in the transportation planning and transit industry. She has spent her career at a variety of public agencies, ranging from county to regional planning to state DOT to Metro Transit. She has filled various roles at Metro Transit, including leading design and engineering contracts to support the agency’s Green Line, managing complex facility redesign projects, and leading BRT and LRT FTA CIG projects. These roles have given her a rich appreciation for the commitment of her transit agency and consultant colleagues in delivery of large and complex projects. Alicia has a Master of Urban Planning from the University of Kansas.
