Joe Yates is the Executive Director of Facility Operations for the U.S. House of Representatives Office Buildings, managing the historic Cannon, Longworth, Rayburn, O’Neill, and Ford buildings. These facilities serve members of Congress, their staff, and visitors.
Mr. Yates oversees daily operations for over five million square feet of facility space, including congressional and committee offices, hearing rooms, event spaces, and restaurants. His team comprises over 550 professional and trade staff dedicated to supporting the House of Representatives community. His responsibilities encompass planning, designing, and executing construction and renovation projects, maintaining building infrastructure systems, providing custodial and janitorial services, coordinating House office moves, promoting energy reduction measures, ensuring accessibility, environmental, and safety standards, and managing historic preservation efforts.
Mr. Yates’ private sector experience includes roles in Business Development for the Architecture-Engineering firm Stanley Consultants, Systems Engineering for Lockheed Martin and Rockwell International, and Design Engineering for NCR Corp. He is also a Navy veteran, having served as a Civil Engineer Corps officer, overseeing planning and design, environmental services, construction projects, and maintenance operations for Navy installations. During his 24-year Navy career, he served at the Pentagon and Washington Navy Yard, as well as at multiple installations in the United States and overseas in Italy, Guam, Kuwait, and Iraq.
He holds a Master of Science in Electrical Engineering from Georgia Tech, a Master of Business Administration from Emory University in Atlanta, Georgia, and a Bachelor of Science in Electrical Engineering from Christian Brothers College in Memphis, Tennessee. He is a registered Professional Engineer in Maryland.
