Julie Barker is the Director of Preconstruction at the South Carolina Department of Transportation where she can share her passions for employee engagement and the human connections associated with project delivery. Julie began her career at SCDOT in 1999 as an intern which led to a full time position upon graduation from the University of South Carolina in 2000. She started in roadway engineering and over her time with SCDOT has served as the Lowcountry Assistant Program Manager, Midlands Lead Program Manager, and the Upstate Regional Program Engineer. Julie resides with her husband and two children along with her four legged friends in Blythewood, South Carolina.
