ACEC FAPA Committee Meets with USACE, GSA on Key Procurement Issues

This week in Washington, the Federal Agencies and Procurement Advocacy (FAPA) Committee met to discuss issues impacting federal contracting and to receive updates from their federal agency partners.

The Committee continued its monitoring and attention towards the U.S. Army Corps of Engineers ongoing policy changes being considered when awarding task orders. ACEC has communicated directly with the Corps and has met personally with key staff to express the Council’s concerns. In addition, USACE updated the committee on its Cost Engineering initiatives.

The Committee also met with representatives of the General Services Administration (GSA) who are in the process of implementing Sec. 889 of the John S. McCain National Defense Authorization Act for FY 2019, which would ban the government receipt and/or use of telecommunication products manufactured by five Chinese companies and their subsidiaries. This will impact any firm doing business with the federal government that could have employees using phones, printers or other telecommunication devices made by ZTE, Huawei and others.

Lastly, the Bureau of Overseas Building Operations, the State Department’s operator of American embassies and consulates updated the committee on upcoming opportunities and their strategic priorities.
