House Passes Green Card Reform Bill

The House of Representatives approved the Fairness for High-Skilled Immigrants Act of 2019 (H.R. 1044) this week in order to tackle the backlog of people waiting for an employment-based green card.

H.R. 1044 would eliminate the per-country cap on green card applicants, which has led to a years-long wait for people from countries such as India and China while individuals from other countries may receive a green card in much less time. These reforms would enable more high-skilled individuals to work in the U.S.

ACEC has long advocated for increased numbers of employment-based visas, including H-1B visas and green cards, so that engineering firms will have access to the talent they need. Prospects for H.R. 1044 in the Senate remain unclear.
