Even as the industry celebrates the 50th anniversary of enactment of the Brooks Act, ACEC member organizations and firms continue to encounter misunderstanding, misapplication, and in some cases resistance to the requirements and principles of Qualifications-Based Selection for the procurement of engineering and design-related services. In this QBS workshop, Paul Chinowsky will highlight the key findings of the recently released report from the ACEC Research Institute on the many benefits of utilizing QBS. ACEC member organization leaders and advocacy staff will then discuss the available tools and strategies for promoting QBS compliance with state and local agency officials.
