"The simplest and most practical way to fund infrastructure is through an increase in user fees. Congress and the Administration shouldn't give up on that because it might be politically difficult. But we're pleased that the President and many in Congress are looking for ways to supplement these investments with additional options, including repatriation. We look forward to working with them to advance a solution before the Highway Trust Fund reaches a crisis point again in a few short months."
